A. Off Site Outdoor Storage [as an Interim Use], provided that: <br />1. Off-Site Outdoor Storage shall require a license in addition to any other <br />business or outdoor storage license required by the City. The applicant <br />(Rossow) and the operator (Quality Contracting) would each need a license <br />for the IUP. <br />2. This interim use permit may not be utilized for the off -site storage of motor <br />vehicles or parts of motor vehicles. The application does not provide the <br />detail, but is it understood that the IUP would be utilized for storage of <br />construction equipment. <br />3. The owner of the storage material owns and operates a business (the <br />"operator ") in Little Canada zoned I -1. Quality Contracting is located <br />adjacent to the subject property to the south. Quality's building is zoned I -1, <br />Light Industrial (although a portion of their property adjacent to South <br />Owasso Boulevard is zoned I -P, Industrial Park). <br />4. The location of the off -site storage is zoned I -1 (the "off -site location "). The <br />subject property is zoned 1-1. <br />5. The storage area meets all of the conditions for outdoor storage listed in <br />Section 914.040 G as if it were accessory to the principal use on the subject <br />parcel, with the exception of 914.040.G.4. As noted in the analysis above, <br />there are some issues with compliance, specifically the 60% storage area <br />rule, and other conditions that cannot be evaluated based on the plans as <br />submitted. <br />6. Both the operator's parcel and the off -site location are found to be in full <br />compliance with all applicable zoning regulations at the time of application, <br />and have had no history of zoning violations in the previous twelve (12) <br />months. Planning staff is not aware of current violations, however, this <br />would require additional verification with code enforcement staff. <br />7. The owner of the property and the owner of the storage material execute a <br />development agreement with the City specifying any additional conditions for <br />use and operation of the storage area, including a termination date for the <br />interim use permit not more than one (1) year from the date of approval. <br />Approval of the amendment request would not result in any increase in outdoor storage <br />on the site — it would only have the effect of transferring some of the storage previously <br />dedicated to an on -site tenant to that of an off-site tenant. The particulars of compliance <br />with the terms of the original permit are not affected by this change. <br />Storage Containers. <br />With regard to the storage containers, they are proposed to be located in an area <br />previously approved for other outdoor storage. The applicant has proposed three such <br />containers. Storage containers may be allowed in outdoor storage areas, provided the <br />following requirements are met: <br />6. When storage or shipping containers are utilized, the following regulations shall apply: <br />a. Containers shall be those manufactured expressly for the purpose of storing and /or <br />shipping materials. <br />
