6. No Major Automobile Repair use may occur in any building that is not in full <br />compliance with applicable building and fire codes. <br />7. License shall be subject to annual review. <br />8. The provisions of Section 921.010.0 of this Ordinance are considered and <br />satisfactorily met. <br />The details of any major auto repair on the site have not been included with the <br />application. Outdoor storage of parts is not permitted, and there are other specific <br />performance standards that would apply to use. If the applicant has additional detail as <br />to the operational aspects of the proposal, those should be provided for consideration <br />by the City. <br />Effect of CUP Approval. <br />The proposed amendment contemplates a series of changes to the site, including both <br />uses and site plan changes. Some of the proposed changes are not identified in detail <br />in the application materials, and require clarification for formal consideration. It is also <br />important to note that Conditional Use Permit approval is valid for one year from the <br />date of approval, and where the permit has not be utilized for that period, the approval <br />expires. This is also true for permits that are used, but then lapse for the one year <br />period in subsequent years. <br />Summary and Recommendation <br />The proposed changes to the site plan are within the allowances of the 1 -1, Light <br />Industrial district. Subject to the conditions applied to the original conditional and <br />interim use permits, the storage containers and occupancy of the storage area by <br />Quality Contracting should be acceptable. The Interim Use Permit and license granted <br />to Quality Contracting would need to be updated to reflect the revised site area. <br />With regard to the additional land uses, the office and storage for the site are <br />considered acceptable on the property under the previous conditional use permit, with <br />the understanding that major auto repair is a separate CUP, and requires specific site - <br />related review to fully evaluate its consistency with the requirements of the zoning <br />district. This permit should be withheld until additional detail is provided by the <br />applicant. <br />In summary, staff recommends the following: <br />1. Approval of the site plan changes eliminating the fence for Quality <br />Contracting, subject to revision and updating of the license and Interim Use <br />Permit for off -site storage. <br />2. Approval of the site plan change adding three storage containers, subject to <br />compliance with the terms of the ordinance relevant to these containers. <br />
