Hanson
As you are aware, the MNPass project is scheduled to begin in late -2013 or spring -2014.
Part of the work involves widening 35E to accommodate the extra lane. The City has
two water main crossings and one sanitary sewer crossing under 35E between Little
Canada Road and Highway 36. When these pipes were installed back in the 1960s they
were placed in a casing pipe to help protect them and to make it easier to replace the
pipes in the future if that is ever necessary.
In the case of the sanitary sewer pipe crossing and the southern -most water main crossing
the original casing was extended for nearly the full width of the MNDOT right -of -way so
no modifications are necessary. The northern -most water main crossing has a shorter
section of casing and may need additional easing added to extend it to the width of the
new road section. It is not yet known for certain if this work needs to be completed. A
decision will be made as the project moves further and a contractor is chosen.
MNDOT has put together a Master Utility Agreement to cover the potential extension of
the casing. The agreement covers the City, MNDOT, and the eventual contractor on the
project. It states that MNDOT will cover all expenses to extend the casing for the project
and the contractor will perform the work. The City will inspect the work. If the City
were to upgrade the pipe or casing or both it would be responsible for those additional
costs. Based on what is known about both water mains and the sanitary sewer pipe staff
feels no additional work is necessary on any of them.
MNDOT requires the Little Canada City Council to authorize the agreement by adopting
the attached resolution. Staff recommends the City Council adopt the resolution and
authorize the Master Utility Agreement.
