RAJCEY COUNTY COMMUNITY HEALTH SERVICES <br />ENVIRONMENTAL HEALTH PROGRAMS <br />INTRODUCTION <br />The Community Health Services Act passed in 1976 authorized a state <br />subsidy to local units of government for the purpose of developing and <br />maintaining an "integrated system of community health services under local <br />administration with a system of state guidelines and standards." The Ramsey <br />County Board of Health is receiving these subsidy funds and has included <br />environmental health services as part of its Community Health Services Plan. <br />The Community Health Services Act of 1976 defines environmental health <br />services as "those services designated to achieve an environment conducive <br />to man's health, comfort, safety and well - being. The services include food <br />protection, hazardous substances and product safety, water supply sanitation, <br />septic tank and soil absorption type sewage disposal, water pollution control, <br />occupational health and safety, radiation control, air pollution control, noise <br />pollution control, vector control, institution sanitation, recreational sani- <br />tation including swimming pool safety and sanitation, housing code enforcement <br />for health and safety pu l.,oses unless the enforcement is performed by another <br />city or county agency designated by the county board or city council and general <br />nuisance control." Many of the environmental health services identified are not <br />amenable to local control. Other environmental health services such as inspection <br />and licensing of restaurants and lodging accommodations, regulation of on -site <br />sewage disposal, air pollution surveillance, housing maintenance programs, <br />srjmming pool <br />be undertaken <br />mental health <br />safety and sanitation and noise control are activities which could <br />by local units of government. The attached model describes environ- <br />services that can be developed and implemented as local programs. <br />1 <br />
