Although each property must be considered separately and requires an individual building permit, it h felt that one staff report can sufficiently address all issues concerned at one time. The lots for which permits are requested are Lot 1, Block 2; Lot 4, Block 2; Lot 3, Block 3; and Lot 2, Block 4, all of which are included in the Ryan Industrial Park and zoned 1 -1, Light Industrial . It should be noted that the drawings originally submitted by the applicant last month were reviewed by this office. Upon discussions with Mr. Ryan or his representatives concerning issues not in compliance with Little Canada ordinances, the drawings have since been revised. This report deals with the revised plans submitted on 5 September 1978. ISSUES AND ANALYSIS In a letter to Mr. Ryan on 1 May 1978 and in our staff report of 26 May 1978 regard- ing the Ryan Industrial Park preliminary plat, it was emphasized that the lots as proposed were considered to be too small for industrial types of use, but that the City did not have the regulations to impose a larger lot size requirement at this time. The issue of small lot size becomes quite apparent in almost all of the four requests, primarily with regard to allowing room for maneuvering of industrial traffic. In reviewing a modern industrial park, there should be absolutely no excuse for industrial traffic to utilize public streets to maneuver into a given property. All these move- ments should be accommodated on the individual property. r i_ 0L
