E. <br />LRAMSEY2.1 <br />COUNTr- <br />c` rl <br />\—'Traffic Engine <br />Planning and Programming <br />Office of <br />Ramsey County Engineer <br />ACCESS CONTROL ON COUNTY ROADWAYS <br />502 Courthouse <br />St. Paul, Minnesota 55102 <br />Telephone (612) 298 -4127 <br />The County Engineers Department requires entrance authorizations for <br />all properties abutting County roadways to aid the owner in the construction of <br />safe, efficient access conforming with existing traffic and safety standards. <br />The driveway pavement materials used on County right -of -way must meet <br />certain requirements, ie. roadways without concrete curb and gutter, the entrance <br />pavement can be any suitable material used for rural situations, and in sit- <br />uations where curbing exists, bituminous or concrete pavements are required to <br />the property line. <br />In some cases, a culvert may be required to facilitate roadway and <br />Property drainage. This culvert, furnished by the property owner, will be sized <br />by the County maintenance forces. <br />The cost of all fill, pavement, curbing removal and installation is <br />also the responsibility of the property owner. <br />The installation of reflectors by owners of property abutting County <br />highway right -of -way to mark driveway entrances has been a common practice for a <br />number of years. These reflectors are usually installed on the right -of -way and <br />control is necessary to insure uniformity of use. One white (colorless) or.blue <br />colored reflector, not more than 3 inches in diameter, may be permitted on each <br />side of the driveway. Delineators may be double -faced to be visible from both <br />directions. Installation should normally not be closer than 10 feet from the <br />edge of shoulder unless mounted in conjunction with the mailbox. Red, red -amber <br />or yellow -amber colored reflectors are not permitted. The County Traffic Engineer <br />and Area Maintenance Foremen will cause all non - conforming reflectors to be removed <br />or replaced. This is in accordance with Minnesota Highway Department Traffic <br />Engineering Bulletin No. 76 -3. <br />Recent planning practice has encouraged the use of small plantings on <br />hummocks or berms adjacent to commercial driveways in an effort to create an <br />aesthetically pleasing approach to major roads. Often this landscape treatment <br />severely restricts the existing driver's view of the roadway, creating a serious <br />accident potential. We strongly recommend that all areas within 25 feet of the <br />edge of any County road be clear of obstructions to the driver's line of sight. <br />All proposals for modification of entrances and /or landscaping on County road rights - <br />of -way shall be submitted to the County Engineers Department for approval prior to <br />any work on the right -of -way. <br />The department wishes to thank you for your cooperation in this matter and <br />hopes your construction benefits yourself as well as the public.
