MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Bradley Nielsen <br />DATE: May 26, 1978 <br />RE: Ryan Industrial Park - Preliminary Plat <br />BACKGROUND <br />q urban planning • design • market research <br />j 2101 hennepin avenue south minneapolis <br />minnesota 55405 (612) 871- 2661 <br />Mr. A. J . Ryan has submitted plans for subdividing his property in the northwestern <br />portion of Little Canada (see attached illustrations for exact location and description). <br />The preliminary plat indicates 22 lots ranging in size from approximately 26,000 square <br />feet (.60 acre) to approximately 142,100 square feet (3.26 acres). The lots are to be <br />used as sites for industrial buildings. <br />Access to the property is to be provided by means of Ryan Drive, which is now a private <br />drive, to Spruce Street. Preliminary indications are that Spruce Street is to cross the <br />Burlington Northern tracks and extend southward to South Owasso Boulevard. Ryan Lane <br />serves as a loop road and access to lots on Blocks 3 and 4. <br />The property is currently zoned 1 -1 Light Industrial District. There are three existing <br />buildings on the north side of the property with a fourth building under construction in <br />the northwest corner of the property. Uses surrounding the property include the St. Paul <br />Water Works property on the west, and vacant land to the east and south. Levitz <br />Furniture and Knox Lumber are north across the Burlington Northern right -of -way, which <br />forms the northern boundary of the property in question. <br />Plans for this project were originally submitted in April 1978 and returned without a full <br />staff report due to insufficient data for evaluation. Since that time, Midwest Planning <br />has had discussions with Mr. Ryan regarding preliminary plat requirements and some design <br />problems with the site. <br />
