Lee - Request for Building Permit <br />Mr. Howard R. Lee has filed an application for a building permit to construct a pole <br />barn on his property at 31 South Owasso Boulevard. The proposed building is to be used <br />for storage and presumably the dismantling of junk cars. The property in question currently <br />contains an automobile repair shop and a vacant, single family dwelling with a garage <br />(see attached illustrations). The property k also presently being used to store approximately <br />20 junk automobiles and automobile parts. <br />The property in question is zoned 1 -1 Light Industrial District. Surrounding uses include a <br />single family residence to the west, an industrial use to the north, vacant land on the east <br />and a single family residence immediately south across South Owasso Boulevard, all of which <br />are zoned 1-1. <br />The site contains approximately 36,038 square feet. According to a sketch submitted by the <br />applicant the existing repair shop is 1,920 square feet, the existing garage is 616 square <br />feet and the existing house is approximately 1,348 square feet. The proposed building is <br />to be 40' x 100' or 4,000 square feet. <br />ISSUES AND ANALYSIS <br />Existing Use <br />Chapters 807 and 808 of the Little Canada Municipal Code contain very specific rules and <br />regulations regarding the repair of automobiles and the wrecking or junking of automobiles. <br />While these regulations are relatively stringent, the City hasteen somewhat lax in its <br />enforcement policies. Such has been the case with the auto repair and wrecking operation <br />occurring on the subject property. The Code specifically states "Every licensee hereunder <br />shall keep his premises in a neat, uncluttered condition and shall not have, or permit, the <br />accumulation of any dismantled vehicles or parts of vehicles where such material will be <br />exposed to public view."
