Little Canada Planning Commission Page Four <br />1 May 1978 <br />In preparing the preliminary plat, the applicant should be required to show the exact <br />location of the houses on South Owasso Boulevard and their relationship to the proposed <br />street right -of -way. In doing so, the City can be ensured that approval of the plat does <br />not violate any setback requirements imposed by the Zoning Ordinance. <br />Unbuildable Lots. The site plan, as submitted, shows Lot 1 as being currently an un- <br />buildable lot. Mr. Kroiss has indicated that he is currently negotiating with the owner <br />of the residence on South Owasso Boulevard to trade some land in order to make Lot 1 a <br />useable lot. This issue should be clearly resolved prior to any approval of a preliminary <br />plat. <br />In a conversation with Mr. Kroiss, he indicated the possibility of dedicating the 27,950 <br />square feet east of Lot 6 to the City. Whatever the parcel is to be used for, it should be <br />indicated on the preliminary plat, as well as access to the parcel. <br />Two other parcels outside the site pose questions as to ownership, use and accessibility. <br />The first is a triangular parcel adjacent to the west property line and formed by the <br />Buck Blacktopping property, the Soo Line Tracks and the site itself. The second parcel <br />is also a triangle, formed by the east boundary of the site, the St. Paul Waterworks right - <br />of -way and residential property to the south. These questions must be resolved by the <br />applicant so as not to create any landlocked parcels should the plat be approved. <br />Utilities. At the time the preliminary plat is submitted, the developer should include the <br />ocation and source of all utilities serving the site. Also, the Platting Code specifies <br />12 foot wide easements, while the site plan has shown 10 foot easements. <br />Preliminary Plat - Two Family Residential Lots <br />Lot Size. The proposed site plan indicates that almost half of the R -2 Tots on the site are <br />about 92 x 125 feet or 11,500 square feet. Almost another half are 100 x 125 feet or <br />12,500 square feet. While these Tots do exceed the minimum allowable square footage <br />(10,000 sq.ft.), they are still smaller than the R -1 Tots to the south of the site. While <br />the R -2 use may serve as a transition between the R -1 and industrial use, these relatively <br />small lots would have their own impact on the neighborhood to the south. First, they may <br />have an effect on the character of the neighborhood. The existing residential is fairly low <br />density. The lots immediately south along Labore Avenue are approximately 15,000 square <br />feet. The smaller Tots used for double bungalows would present a closer, more crowded <br />appearance. Secondly, more traffic will be generated along Boss Road and especially <br />Jackson Street. While an increase must be expected, take into consideration that the <br />increase will occur at the back of the neighborhood and that the traffic must pass through <br />the neighborhood to get to Little Canada Road. <br />
