MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 8, 2006 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 8th day of <br />February, 2006 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Rick Montour <br />Council Member Ms. Barb Allan <br />Council Member Mr. John Keis <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Finance Director Ms. Shelly Rueckert <br />City Clerk Ms. Kathy Glanzer <br />CREDIT The Finance Director reported that the City explored the option of <br />CARD accepting credit card payments in 2001, and the conclusion at that time <br />OPTIONS was that the City did not want to incur the credit card fee expense. Since <br />that time, staff has had internal discussions about the issue specifically <br />related to the equity and fairness of either charging users the credit card <br />fee or building the fee into rates. The Director also noted that since on- <br />line bill pay has become more popular, the demand for payment by credit <br />card has dropped off. <br />The Director reported that a question was included in the community <br />survey relative to the credit card fee, and preliminary results indicate that <br />53% of residents feel the credit card user should pay the fee. The Director <br />further pointed out that the 2001 survey of surrounding cities showed that <br />only the Cities of Roseville and Shoreview accepted credit card payments <br />at that time. An updated survey shows that Arden Hills, North St. Paul, <br />and Maplewood now accept payments by credit cards. It should be noted, <br />however, that Arden Hills accepts these payments at their city hall only, <br />while Maplewood accepts these payments at their community center only <br />and then for solely parks and recreation services. At each of these cities, <br />the credit card transaction fee is paid by the city and not directly by the <br />user. <br />Keis asked if the City has problems with bad checks or delinquent <br />accounts.
