-4- <br />d) Determining that very low income and affirmative action <br />preferences and guidelines are being carried out on an area -wide <br />basis and monitoring area -wide applications for participation <br />and waiting lists together with lists of available rental units in <br />order to determine any need for reallocation of program funds. <br />e) Training local program staff and preparing operating brochures <br />and forms. <br />f) Collecting all area -wide data and preparing all housing assistance <br />program reports for HUD. <br />g) On -going program processing including annual re- certification <br />of tenants and the maintenance of program files and records for <br />monthly reports, maintaining contact with owners of rental units <br />to encourage their participation in and understanding of the <br />program and maintaining lists of available rental units. <br />h) All other matters contained in the Master Contract. <br />6. Report. The City shall document its furnishing of services on a monthly <br />basis within ten days after the close-of each caiendal month. All documentation <br />shall be on forms provided by the Council. The Council reserves the right from <br />time to time to alter or amend all forms as necessary in order td gain information <br />required by HUD or other information necessary to the Council for its program <br />responsibilities. <br />7. Time of Payment. All payments for the services herein purchased shall <br />be made on a quarterly basis. The City understands that the Council cannot make <br />payments until and unless funds are provided by HUD under the Master Contract. <br />8.. Records. The Council shall have access to the City's records at rea son - <br />able hours in order to exercise its responsibility to monitor the services purchased. <br />All records shall be kept by both parties for five (5) years for audit purposes. <br />9. The parties shall comply with all requirements imposed by Title 6 of the <br />Civil Rights Act of 1964, Public Law 88 -352 78 Statutes 241; the regulations of <br />the Department of Housing and Urban Development issued thereunder., 24 CFR <br />Subtitle A, Part 1, Section 1.1; Title VIII of the Civil Rights Act of 1968 and the <br />rules and regulations issued pursuant thereto; Executive Order 11063 to the end <br />that, in accordance with the Act, the Executive Order, the regulations and the <br />requirements, no person shall on the ground of race, color,creed„ religion, national <br />00020 <br />
