Chlebeck <br />City Clerk <br />515 Little Canada Road <br />Little Canada, Minnesota 55117 <br />RE: Spooner Park <br />City of Little Canada <br />Dear Mr. Chlebeck: <br />The initial review of applications for 1979 Land and Water Conservation (LAWCON) <br />funds and State Legislative Commission on Minnesota Resources (LCMR) grants -in -aid <br />has been completed. This review was made in accordance with federal law and <br />state administrative rules. Representatives from this office, the Environmental <br />Planning Section of the State Planning Agency, the Department of Natural Resources <br />and the Metropolitan Council participated in the review. <br />Your application did not rank high enough to be recommended for further grant <br />consideration this year. Competition for the limited available funds was very <br />keen and we were only able to provide favorable recommendations on 111 of the <br />233 applications reviewed. Key factors taken into consideration in the review <br />and subsequent ranking included the outstanding natural, scientific, cultural, <br />historic, and educational values of the project, its ability to provide multi- <br />purpose recreational opportunities, and the scarcity of similar facilities <br />within the general vicinity. In addition, the Metropolitan Council ranked <br />applications based on Council criteria sent to you with the preliminary applica- <br />tion packet. A list of those projects recommended for further FY 1979 financial <br />assistance consideration is enclosed. <br />You may want to retain your copy of this year's application for reference <br />purposes, in the event that you might apply for funds for this project sometime <br />in the future.
