Chlebeck, Clerk City of Little Canada 515 East Little Canada Road Little Canada, Minnesota 55117 Dear Mr. Chlebeck: The Land and Recreation Coil-.11ittee_, a standing committee of the Board R(hasey County Commissioners, has directed the Ramsey County Open Space P annino Office to initiate efforts to develop a comprehensive and co- hesive lake surface use plan and associated water surface use regulations for those lakes under the jurisdiction of the Board of Ramsey County Jomniissioners. (e.g., those lakes in Ramsey County located in two or sore municipalities or in two or more counties - Bald Eagle Lake, Otter Like, diver Lake, Lake Phalen, Beaver Lake, Gervais Lake, Lake Joseph - ine, Lake Owasso and Carver Lake.) Since regulations adopted for one lake affect the use pressures ano datterns on other nearby lakes, we would like to propose that a county- wide cosaiittee, made up of staff representatives from Ramsey County and the respective municipalities, be organized to deal with the problem of lake surface use for all the lakes in Ramsey County. Generally, munici- palities are responsible for developing rules and regulations for those lakes entirely within their respective boundaries.
