Therefore it is the purpose of sections 1 to 13 to (.1) <br />establish requirements and procedures to accomplish <br />comprehensive local planning and enact land use controls <br />consistent with planned, orderly and staged development and <br />metropolitan system plans and (2) to provide assistance to <br />—ce <br />local governmental units and school districts within the <br />metropolitan area for the preparation of Plans and official <br />controls appropriate for their areas and consistent with <br />-- m_...__—°0 ..e Cyczelacembanne -- -- <br />metropolitan system plans, <br />Sec. 2, [DEFINITIONS.] Subdivision 1, As used in sections 1 to 13, <br />the following terms shall have the meanings given them. <br />Subd, 2. "Advisory metropolitan land use committee" or "advisory <br />committee" means an advisory committee established by the metropolitan council <br />pursuant to section 3 of this act, <br />Subd. 3. "Applicable planning statute" means Minnesota Statutes, <br />Sections 394,21 to 394,37 for counties and Minnesota Statutes, Sections <br />462,351 to 462.364 for cities and towns. <br />Subd. 4. "Capital improvement program" or "program" means an <br />itemized program for a five year prospective .period, subiect to at least biennial <br />revision, setting forth the schedule, timing, and details of specific <br />contemplated capital improvements by fiscal year, together with their estimated <br />cost, the justification for each improvement, financial sources, the impact that <br />the improvements will have on the current operating expense of the local <br />governmental unit or school district and other information on capital improvements <br />as may he pertinent. <br />Subd, 5, "Comprehensive plan" or "plan" means the comprehensive <br />plan of each local governmental unit prepared and adopted pursuant to sections <br />1 to 13 of this act and, to the extent not inconsistent with sections 1 to 13 of <br />this act as prepared and adopted purr,uu,nt to the ani;lic,nblo pir?nf;in^ shat. t • . <br />
