Sec. 3. The council shall establish an advisory metropolitan land use <br />committee pursuant to section 4, comprised of 16 officials of local governmental <br />units, one from each council district, plus a chairperson. <br />Sec. 4. [GUIDELINES.] The council, following consultation with and the <br />receipt of recommendations from the advisory committee shall prepare' and adopt <br />guidelines and procedures relating to the requirements and provisions of <br />Sections to which will provide assistance to local governmental units and <br />school districts in accomplishing the provisions of sections to <br />Sec, 5 . [METROPOLITAN SYSTEMS STATEMENT.] Subdivision 1. <br />By April 1, 1976, the council shall transmit to each local governmental unit a <br />metropolitan systems statement. In the preparation of metropolitan systems <br />statements, the council shall consult with appropriate commissions, officials <br />of the unit and the advisory committee. The statement shall contain information <br />relating to the unit and appropriate surrounding territnry that the council <br />determines necessary for the unit to consider in preparing its comprehensive <br />plan, including the following; <br />Subd. 2. The timing, character, function, location, projected cap: cit•,' <br />and conditions on use, for existing or planned metropolitan public facilities, an <br />specified in metropolitan system plans • <br />These characteristics shall also be specifi_ i for state and federal <br />public facilities to the extent known to the council ; <br />Subd. 3.
