CITY OF INVER GROVE HEIGHTS <br />DAKOTA COUNTY, MINNESOTA <br />RESOLUTION NO. 1248 <br />RESOLUTION REQUESTING REPEAL OF FISCAL. DISPARITIES LAW <br />WHEREAS, the Minnesota Legislature has heretofore enacted Fiscal Disparities <br />Law, and <br />WHEREAS, said Fiscal Disparities Law is most discriminatory against the City <br />of Inver Grove Heights, and <br />WHEREAS, said Fiscal Disparities Law causes the City of <br />to lose a substantial portion of its potential revenue needed <br />within the City of Inver Grove Heights, and <br />relief through Federal Revenue sharing has become a reality <br />Fiscal Disparities Law, and <br />Disparities Law is taxation without representation, and <br />Inver Grove Heights <br />to service facilities <br />WHEREAS, financial <br />since the passing of the <br />WHEREAS, the Fiscal <br />WHEREAS, the Fiscal Disparities Law discriminates against communities that <br />have not as, yet developed their industrial and commercial areas, and <br />WHEREAS, suburban communities when fully developed will only have b0% of <br />their commercial and industrial tax base and inner cities will have 140% of the <br />commercial and industrial tax base resulting in financial hardship for suburban <br />communities, and <br />WHEREAS, communities losing 40% of the commercial and industrial tax base ermu,t <br />provide 100% of the services required, including but not limited to schools, parks, <br />protection, fire protection, water, sanitary sewer, storm sewer, streets and <br />administration, and <br />WHEREAS, communities such as Inver Grove Heights will need a tax base to pay <br />for the cost of the City development, and <br />WHEREAS, the Fiscal Disparities Law is arbitrary and capricious in the area <br />covered, amount levied, and covers only new development rather than all development <br />NOW THEREFORE, the City Council of Inver Grove Heights herewith requests the <br />Minnesota Legislature to repeal the Fiscal Disparities Law. <br />Adopted this 27th day of January 1975. <br />Ayes: Atkins, Teare, Newton, Nelson, Saed. <br />Nayes: None. <br />/s/ Eugene Atkins _ _ <br />ATTEST: Eugene Atkins, Mayor <br />/s/ Ed Kurth <br />Ed Kurth, Clerk <br />page-7- <br />
