Sophomores and new up- <br />perclassmen are strongly urged to par- <br />ticipate in the program from 9-11 a.m. <br />beginning in the Polar Auditorium. <br />Transportation will be furnished for those <br />who are regular bus students but 0* <br />buses will run an hour later than stated on <br />the bus route schedule mailed earlier. <br />Buses will depart as soon as the orien- <br />tation program is over. <br />All new students should be sure to bring <br />their class schedules with them because <br />they will have an opportunity to go <br />through a shortened schedule of classes. <br />if a schedule was not received, students <br />should stop by the guidance office before <br />the 9 a.m. program in the auditorium. <br />Maplewood to review <br />all pending projects <br />by Kamy Ide <br />A State Supreme Court case in- <br />volving assessments and property <br />values has compelled the <br />Maplewood City Council to seek a <br />staff review of all pending projects <br />in the city. <br />The council voted unanimously at <br />its Thursday, Aug. 26 meeting, to <br />have staff examine all pending <br />projects to determine if proposed <br />assessments can be closely related <br />to the increase in property values. <br />That is the subject of a present <br />State Supreme Court case involving <br />the city of Windom, which assessed <br />all of an 616,000 sanitary sewer. A <br />district court has said that only the <br />amount property values have in- <br />creased (in this project, about <br />69,000) can be assessed. <br />The case has been appealed to the <br />Supreme Court <br />If the Supreme Court upholds <br />the lower court findings, councils <br />may find it difficult to assess for <br />many projects unless they can <br />prove the assessments equal the <br />amount property values increase. <br />Councilman Norm Anderson <br />asked if such findings could mean <br />the city only orders those projects <br />requested by petition by residents. <br />City Attorney Donald Lais said <br />feasibility studies conducted by the <br />city prior to ordering projects will <br />probably have to include in- <br />formation on property values and <br />their relation to assessments. <br />In supporting a motion by <br />Councilman John Greavu, Mayor <br />Robert Bruton indicated the review <br />"may cost us some more, but, by <br />George, we have to take a look at <br />this. " <br />Affected are all Maplewood <br />projects approved by the council <br />but for which actual contracts have <br />not been let. <br />Bill Cass of the Maplewood <br />Engineering Department explained <br />that at least eight and possibly as <br />many as 12 projects fall under that <br />category. They include the <br />following projects: County Road B <br />and Edgerton storm sewer, County <br />Ditch 17 improvements, storm <br />sewers in the vicinity of Larpenteur <br />and . Howard, a water booster <br />station in the vicinity of Roselawn <br />and DeSoto, Carver Avenue sewer <br />and water improvements, Mailand <br />Road improvements and Mailand <br />water booster station. <br />17 <br />Enrollments taken <br />at day care center <br />Children's Home Society Day Care <br />Centers will be accepting child <br />enrollments for the new fall program <br />from Sept. 1-8 at each of the four Twin <br />Cities center locations. Day care, nursery <br />school, infant and private kindergarten <br />programs are available. The Children's <br />Home Society Day Care Centers have <br />state certified teachers, planned � <br />educational curriculums, special trips, hot meals and snacks.
