Page - II PLANNING COMMISSION VILLAGE OF LITTLE CANADA 440 LITTLE CANADA ROAD 57, PAUL, MINN. 55117 Minutes of the regular meeting, Planning Commission — City of Little Canada April 1, 1976 The regular meeting of the Planning Commission of the City of Little Canada was held on the 1st day of April, 1976 at 8:00 P.M. at 515 Little Canada Road in said City. The following members were present: Joseph Vitale Jr., Virginia Fisher, Peter Costa, Ralph Nardini, Margret Mitchell, Earl Rossez, Eugene DeLonais, Jack Radford, and Eugene Fasciana. The following members were absent: Richard Boss III, Dennis Ryan. Minutes of the March 4th meeting were approved. Joseph Vitale Jr. was intruduced as the new member of the Planning Commission. Joseph Chlebeck spoke on the Roseville Ordinance(Business Districts) Joseph Chlebedk and Peter Costa met with Roseville Planning Commission on Wednesday, March 31, 1976. The Roseville Ordinance states that all restrauants are 5000 sq. ft. in area. The Planning Commission recommends that the City Council review the Business Ordinance of Roseville pertaining to the fast food restraurant and that Little Canada adopt one similar to it with further study. MIDWEST Lawrence Nadeau property on South Owasso Blvd. SPRING CO.Henry Muelhlhausen President. The property is zoned light industrial.. Springs are pre hardened wire. No polution problems and no plating. The present building site is 906 North Dale, but the City of St. Paul is widening Dale. The Spring Company serves both St. Paul and Minneapolis. At present there are seven plants and the home plant is in St. Paul. The building is not designed as yet but will be masonry construction. The building will be facing South Owasso Blvd. The James Lick Company will be the contractor. There are 33 parking spaces and there will be two shifts. Motion made by Jack Radford to accept the proposed plot plan as presented. Seconded by: Eugene DeLonais Carried, (Midwest Spring will he back in May with final plans and a landscaping plan.) Page 1i Planning Commission Meeting April 1, 1975 KNOB. LUMBER Not present: SAXON LOUNGE The Saxon Lounge will build 8 new bowling lanes on the DEAN McALLISTE "north side of the present building. A sprinkler system will be installed. The present building is 148 feet x 140 feet and will expand north. The parking lot will also be expanded. The area is 3.4 acres. Motion made by Jack Nardini to accept the Saxon Lounge addition for eight lanes. Seconded by: Virginia Fisher Carried; EDWARD NADEAU Sam Fasciana spoke on the rezoning. Either rezone the 2888 NADEAU RD.complete area or leave it as is. The property owners REZONING are not desirous of having various zonings. Discussion was held on the rezoning. Motion made by Eugene Fasciana to recommend to the Council that the rezoning he denied Ed Nadeau because of no specifice use of property. Seconded by; Earl Rossez Carried, SPECIFIC Motion made by that the Planning USE Commission recommend to the Council that we rezone no property unless we have specific use for said property. Seconded by: Virginia Fisher Carried, BILL STENGER The office building will be located at Park Street and OFFICE BLDG. County Road "C ". The plans are for an office building no contracts as yet. Colonial style, two stories, brick front and white stucco Building. Renters would designate the layout of the offices. The road in front of the building is curved, but will have to get permission for driveway. The area is 450 x 375, about two acres. The maximum for renters would be four offices. The parking area is 75 x 85 with blacktop. No parking in front. Motion made by Jack Radford to accept plans as presented for an office building and all work to be done to meet the City Code. ART RYAN MR. DON GAGNE Motion was made by Virginia Fisher that we recommend to the Council to okay the addition to the Lumber Co. Seconded by Earl Rossez Carried The Planning Commission is in favor of the special use permit. The spur track will be removed. Landscaping required. A building is proposed by the present one. This will be a conventional building, built like a garage, 40 x 120 and will be used for storage. Service road is on the old railroad bed. Power line goes through so the land is about 50 ft. wide and 400 ft. long. Has a holding tank for sewer. The land will be all fenced in. It will be a metal building on a slab. The cost of the building will be $28,000 without interior finished. Jack Radford made a motion to accept the plan as presented. Seconded by Gene Delonais Carried Owns 500 feet on Country Drive and would like to have the land zoned commercial. On the planned use map it is zoned general business. Southern slopes would like to develop home sites. Mr. Gagne wants to save the tree line. Discussion was held, pro and con, on the rezoning and saving the tree line. Motion was made by Dennis Ryan to table the issue for legal advisement. County Rd.B,2 Little Canada.Minn This is to bring to your attention a matter concerning the above burm which I think merits immediate attention. The burn which was started last fall presently consists of a large ridge of dirt across the back of my property and that of Mr. E. Dropps. I mm told by the engineers of Carley Engineering that to obtain this amount of dirt the pond bed was dragged right next to the burm on the pond side. So that there is a drop off on the pond side of about 8 feet in depth. Presently the pond is full of water so that means there is a deep hole along the burm on the pond side. Last fall when we came to an agreement about Little Canada building the burm it was stated that the top of the burm, or the building side of it, would be snow fenced off so that little kids would not climb all over the burm and get hurt by falling. This was never done. Now I am afraid of another danger: the possibility that small children will climb the burm and fall into the deep water on the ether side. When I spoke of this with the engineer I asked him to post danger signs along the burm to serve as warning to parents & children. He said that Little Canada does not want to be involved. I submit to you that the burm is being built by the City of Little Canada, it is not completed as yet, and that until it is completed so that we can add a fence across the top the City of L. Canada should be very much concerned about the danger of children drowning. Leaving the burm unposted at least, is negligent because there is not even a warning sign. With the danger present the City or the contractors should post the burm to warn of the danger. Would you please take this up with the proper authorities to have it done as soon as possible,i.e.the posting plus any other protective measures felt necessary. With the warm weather now the children are playing outdoors nest of the day and I am highly concerned about the threat of drowning. However, because.the Metropolitan Waste Control Commission recognized the pressing need for the project, the Commission has requested the Metropolitan Council to amend the 1976 Capital Budget to add 93 million for construction of the interceptor this year. This action was taken by the Commission as part of the approval of the proposed 1977 - 1981 Development Program. The Development Program was transmitted to the Metropolitan Council for review and approval on March .1 , 1976. The request to allow for 1976 construction of the Little Canada- Shoreview Interceptor was included in the transmittal. It discussed but deferred action on exit ramp construction proposed at 194 and Mounds Blvd. in St. Paul. The Committee also reviewed the Independence comprehensive plan, but deferred its recommendation so the report could be reworded. Strauss Chairman Metropolitan Waste Control Commission 350 Metro Square Building Saint Paul, Minnesota 55101 Dear Mr. Strauss: In accordance with the request of the Metropolitan Waste Control Commission at your March 16, 1976, board meeting, we are attaching hereto suggested alternate pages (7a -14a) for pages 7 -14 in the proposed STRENGTH CHARGE SYSTEM prepared for the MWCC. These alternate pages have been prepared by the Industrial Advisory Committee established in 1973 to assist the MWCC in developing a strength charge system for the Twin Cities area. The report prepared for the MWCC states that 40 per cent of the operation and maintenance costs are due to liquid handling activities and 60 per cent are due to strength related treatment activities. The concept used in arriving at these percentages is generally valid and while anyone might haggle over the exact figures, we find them acceptable. However, we do dispute the rationale of imposing upon industrial users all of the strength related costs. The surcharge should instead be based only on those treat- ment costs which vary proportionately to strength loading. This proportional concept, we believe, is justified by the fact that the fixed costs of strength related treatment facilities would remain even if the system accepted no high strength wastes. For example, while the cost of heating and lighting the filtration and incineration buildings is properly identified as being strength related, this cost is not a function of excessive strength and should not be included in the surcharge calculation. Only those costs which vary proportionately with strength should be included. Examples of strength related costs, in addition to heating and lighting, are operating wages, administrative expense and vehicle expense. Examples of strength proportional costs are contract sludge removal service and treatment chemicals. However, an evaluation of the current waste load discharges containing pollutant strengths in excess of 681 mg /liter COO and 317 mg /liter SS indicates that had the high strength loadings been discharged at these system average concentrations the additional flow equivalent credit necessary for such condition would total 29,016 million gallons of flow per year. The unit 0 & M strength charge on this basis is: $17,083,457 _ $140.55 per million gallons (92,528 + 29,016Y or 14.06 cents per thousand gallons Strength costs to each applicable industry would be arrived at as follows: Strength Cost, $ = SCF x $140.55 x MG volume discharged or = SCF x $0.1406 x thousand gallons volume discharged The current summation for all high strength industries of the products of the SCF and discharge volume for each such industry is 4-7, -388- 9,.314 million gallons per year. The user strength charge formula as proposed in this report is thus demonstrated to be equitable and as required in PL92 -500 does "insure a proportional dis- tribution of operation and maintenance costs to each user" based on "such user's contribution to the total wastewater loading of the treatment works." MWCC STRENGTH CHARGE'SYSTEM It must be clearly understood that the proposed strength charge system contained herein represents charges for strength characteristics only. It complements the existing volume charge system such that together the systems comply with existing regulations embodied in the Federal Water Pollution Act Amendments of 1972. Criteria used to determine compliance is that each recipient of waste treatment services will pay its proportionate share of the costs of operation and mainten- ance of the system based on each user's contribution to the total wastewater loadings. For 1976 and until modified by Commission action, the following ratios, bases and units are proposed: SR 0.60 Rss = 0.50 based on 1974 financial records Rcod = 0.50 PR 0.535 SS0 = 317 mg /1 based on 1974 operational records COD0 = 681 mg /1 ) TW = 14.06Q/1000 gals. - based on 1976 operation budget and equivalent flow basis It should be noted that financial and operational records will be reviewed annually and that the formula and factors will be revised by Commission action when warranted. Therefore, for 1976 and until modified by Commission action, the Formula becomes: SCF = (0.60) (0:535) [0.50 (SS -317) + 0.50 (0068681) ] 317 1 And the Strength Charge becomes: SC = (SCF)(V)(14.06) 100 Administrative Procedures The Commission has previously established a routine reporting program whereby system users that discharge non- domestic -type wastes report to the Commission on a quarterly basis the volume and strength characteristics discharged to the system. It is proposed to utilize this existing self- monitoring system to carry out the intent of the strength charge system. The following procedures are proposed:
