Table 4 is a composite Summary Statement of the complete 1974 Annual Administra- <br />tive and Treatment Works 0 & M Costs. distributed between the Liquid and Strength <br />Phases for each separate accounting item indicat•gd in the Metropolitan Waste <br />Control Commission 1574 Financial Report. This tabulation shows that of the <br />total $12,167,231 of eligible costs $4,862,078 or 40% are distributed to the <br />Liquid Phase activities and $7;305,153 or 60% to the Strength Phase. Funthet, <br />53.5% of the St'teng.th Phase (on S.theng -th Rotated) e04.t4 vie S.t&eng,th PkopontLonae. <br />The monetary or percentage distribution of the Strength Phase expenditures are <br />assumed to be equal in degree or proportion of SS and COD or a 50% SS contribu- <br />tion and a 50% COD contribution. <br />Applying these percentages to the total costs as shown in Table 4 the following <br />percentage cost distributions are determined: <br />Liquid Phase: = 40% <br />Avenage Strength High Seng.tk <br />COD Strength: 60% x 0.50 = 30% 60% x 53.5% x 0.5 = 16% <br />SS Strength: 60% x 0.50 = 30% 60% x 53.5% x 0.5 = 16% <br />Based upon the statistical data and computations as herewith presented a formula <br />to arrive at a Strength Charge Factor for each applicable industry is as follows: <br />SCF = (0.60) (0.535) <br />Where: <br />0.50 (COD -681) + 0.50 (SS -317) <br />681 317 <br />SCF = Strength Charge Factor = factor to be applied to <br />Administrative, Operation and Maintenance Costs <br />per Million Gallons and Volume discharged to <br />treatment system <br />0.60 = Total cost ratio for COD and SS processing <br />0.535 = Pn ontionattty Ratio bon. It is determined from <br />the Operating Budget for each year by dividing the total administrative, <br />operation and maintenance budgeted amount by the total projected volume to <br />be discharged to the treatment system.
