• Some of the bins have had clothing left outside of them for extended periods of <br />time. (See photos attached) <br />• USAGAIN claims to provide a community service. Given the multitude of <br />outlets for clothing donations, including home pickup, the need to provide <br />collection bins seems a bit questionable. <br />• Some of the entities with clothing bins located in our community are "for profit" <br />operations. <br />• Comparisons to Redbox are not valid in Little Canada as the only location this <br />DVD distribution outlet is available is inside a building at McDonald's. <br />• Comparisons to pop machines are also not valid. A pop machine can likely be <br />considered an accessory use to many of the businesses at which they are located. <br />• Our survey of neighboring communities (copy attached) indicates the vast <br />majority of them do not allow these bins. <br />Obviously, this is a policy call for the City Council. To undertake a code amendment, it <br />would seem a community benefit that isn't inconsistent with our zoning code would need <br />to be the key determination for you to make. <br />cc: USAGAIN <br />2 <br />
