MINUTES <br />CITY COUNCIL <br />APRIL 10, 2013 <br />ARBOR <br />I)AY <br />PROCLA- <br />MATION <br />TIF <br />DISTRICT <br />NO. 6-1 <br />Mayor Blesener proclaimed Friday, April 26, 2013 as Arbor Day in the <br />City of Little Canada. Blesener invited the public to an observance of <br />Arbor Day and Arbor Month which will be held on Friday, May 3, 2013 <br />at 1:00 p.m. in Spooner Park. <br />Mayor Blesener opened the Public hearing to consider the Modification <br />of Development District No. 6, Modification of Tax Increment <br />Financing District No. 6 -1 within Development District No. 6, and <br />Adoption of a Modified Development Program and Modified Tax <br />Increment Financing Plan. <br />Mark Ruff, Ehlers & Associates the City's Tax Increment (TIF) Financial <br />Advisor, appeared before the Council and presented an overview of the <br />proposed action to modify TIF District No. 6 -1 and adopt a modified <br />Development Plan and TIF Plan. He noted that modification to the <br />development program for Development District No. 6 includes the <br />expansion of the boundaries of the District and represents a continuation <br />of the goals and objectives set forth in the Development Program for <br />Development District No. 6. He noted that the District is an existing <br />redevelopment district and was originally established in 2009. The action <br />before the Council will expand the boundaries of the District adding two <br />parcels (2945 and 2959 LaBore Road) which will result in a better lay out <br />and greater number of units for the proposed redevelopment of the <br />property in question (15 single - family dwellings). Ruff indicated that TIF <br />is proposed to be used to help in the cost of acquisition, demolition, public <br />improvements, and site improvements for the development in question. <br />Ruff reported that the County and School District have been given a 30- <br />day comment period on these modifications, and have not submitted any <br />comments. Ruff also indicated that the actions this evening will give the <br />City the legal authority to proceed. Once action is taken, TIF financing <br />details will be finalized. <br />Ruff noted that as part of the expansion of the District, the Building <br />Official reviewed the buildings on the property in question and has found <br />that more than 50% of the buildings are in need of demolition. He also <br />noted that the Planning Commission has found that the development <br />proposal is appropriate under the City's Comprehensive Plan and Zoning <br />Ordinance. Briggs & Morgan, the City's Bond Counsel, has reviewed the <br />proposal and finds it to be in order. <br />Blesener clarified that the City has met the criteria necessary for <br />expansion to take the proposed TIF actions. Ruff replied that that was <br />correct. <br />2 <br />
