MINUTES <br />CITY COUNCIL <br />APRIL 10, 2013 <br />The Administrator again pointed out that the City will enter into a <br />Development Agreement if the Pinetree Pond project moves forward. <br />That Development Agreement will lay out all the financing specifics. It <br />will be presented to the Council for approval at a later date. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -54 — ADOPTING A MODIFICATION TO <br />THE DEVELOPMENT PROGRAM FOR DEVELOPMENT <br />DISTRICT NO. 6 AND A MODIFICATION TO THE TAX <br />INCREMENT FINANCING PLAN FOR TAX INCREMENT <br />FINANCING DISTRICT NO. 6 -1 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The next action before the Council is to authorize an Interfund Loan for <br />the advance of certain costs related to TIF District No. 6 -1. The City <br />Administrator pointed out that the City is likely to use funds on hand to <br />finance some costs rather than bond. This Interfund Loan would be an <br />investment for the City. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -4 -55 — AUTHORIZING AN INTERFUND <br />LOAN FOR ADVANCE OF CERTAIN COSTS IN CONNECTION <br />WITH TAX INCREMENT FINANCING DISTRICT NO. 6 -1 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />VACATION Blesener opened the continuation of Public Hearing to consider the <br />OF ROAD the following road easement: <br />EASEMENT The East thirty -three (E 33) feet of that part of the West one -half <br />(W 1/2) of the Southwest Quarter (SW '/a) of the Northwest Quarter <br />(NW '/) of Section 4, Town 29, Range 22 lying Northerly of <br />LaBore Road, according to the plat thereof on file and of record in <br />the office of the Register of Deeds in and for Ramsey County. <br />The City Administrator reported that the proposed vacation of this 33 -foot <br />road easement has been a tough issue for the City in trying to find a <br />solution that is a win /win and achieves the goals of everyone involved. <br />4 <br />
