300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612, 291 -6359 <br />April 25, 1979 <br />TO: Local Officials in Ramsey and Washington County <br />SUBJECT: Minnesota Housing Finance Agency Home Improvement <br />Grant Program, Phase IV <br />Your community has been participating with the Metropolitan Council Housing <br />and Redevelopment Authority in providing MHFA Home Improvement Grants to <br />low income homeowners during the past year. The funds for Phase III will <br />be closing out on May 31, 1979 with rehabilitation work to be completed by <br />August 31, 1979. <br />MHFA has announced that it is accepting applications for the administration <br />of funds for Phase IV of the Home Improvement Grant Program. The Governor's <br />budget includes a request for an appropriation of $21.5 million for a two <br />year period for the purpose of improving the habitability and energy effi- <br />ciency of nearly 3,000 homes in Minnesota. Funding is, of course, con- <br />tingent upon positive action by the State Legislature on this proposed <br />legislation. Of the total appropriation, $11 million will be made available <br />for Phase IV of the Home Improvement Grant Program. These funds will be <br />available on July 1, 1979 and as in the past, the Metro HRA will act as an <br />administering agency in cooperation with those communities who are unable <br />to provide program administration independently. <br />Since you have been participating in the program in the past, we encourage <br />your continued cooperation in providing rehabilitation grants to low income <br />homeowners in your community. The amount of funds available to your community <br />will be the same as the past year and is indicated on the attached sheet. <br />As previously administered, individual homeowners can receive up to $5,000 <br />(with improvements for handicapped up to $7,500) and administrative costs <br />shared between Metro HRA staff and local staff. <br />If you would like to continue the program in your community, please have <br />the attached resolution approved by the City Council and returned to Metro <br />HRA by May 25, 1979. <br />Thank you for your continued cooperation.
