300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612, 291 -6359
April 25, 1979
TO: Local Officials in Ramsey and Washington County
SUBJECT: Minnesota Housing Finance Agency Home Improvement
Grant Program, Phase IV
Your community has been participating with the Metropolitan Council Housing
and Redevelopment Authority in providing MHFA Home Improvement Grants to
low income homeowners during the past year. The funds for Phase III will
be closing out on May 31, 1979 with rehabilitation work to be completed by
August 31, 1979.
MHFA has announced that it is accepting applications for the administration
of funds for Phase IV of the Home Improvement Grant Program. The Governor's
budget includes a request for an appropriation of $21.5 million for a two
year period for the purpose of improving the habitability and energy effi-
ciency of nearly 3,000 homes in Minnesota. Funding is, of course, con-
tingent upon positive action by the State Legislature on this proposed
legislation. Of the total appropriation, $11 million will be made available
for Phase IV of the Home Improvement Grant Program. These funds will be
available on July 1, 1979 and as in the past, the Metro HRA will act as an
administering agency in cooperation with those communities who are unable
to provide program administration independently.
Since you have been participating in the program in the past, we encourage
your continued cooperation in providing rehabilitation grants to low income
homeowners in your community. The amount of funds available to your community
will be the same as the past year and is indicated on the attached sheet.
As previously administered, individual homeowners can receive up to $5,000
(with improvements for handicapped up to $7,500) and administrative costs
shared between Metro HRA staff and local staff.
If you would like to continue the program in your community, please have
the attached resolution approved by the City Council and returned to Metro
HRA by May 25, 1979.
Thank you for your continued cooperation. If you have any questions,
please call me at 291 -6306.
Sincerely,
y 01,7
Phillip .
