MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2006 <br />option for the improvement of Boss Road. The Administrator suggested <br />thaC Che City could call an assessmenC hearing to determine whether or not <br />Che railroad would object to the assessment. <br />Blesener noted that Mr. Boss has the potential to subdivide two lots from <br />his property. Keis felt that an improved City street was needed for a two <br />lot development. <br />Boss did not feel it made sense to construct a 28-foot wide road with <br />concrete curb and gutter for two lots. Keis pointed out that the City <br />requirement the improvement of Allen Avenue for the Inman Addition. <br />That plat consisted of two new single-family lots. Keis suggested that the <br />option might be to consider a reduced street width for a minimal number <br />of lots. <br />The City Administrator reported that the current standard is 30 or 32 feet <br />wide, and in some cases a 28 foot road has been installed when vehicular <br />traffic is less Chan 500 cars per day. The Administrator suggested that <br />perhaps a 24 or 26 fooC pavemenC width would be a reasonable standard <br />for a street providing access to one or two lots. <br />Boss indicated that there would only be one additional lot while he owned <br />the property and would not subdivide a second lot. Boss estimated the <br />cost of a 28-foot wide road with concrete curb and gutter at $120,000. <br />Allan suggested that Che Council give consideration to a smaller road <br />width. Blesener also noted that it may be possible to assess the railroad <br />for half the road cost. <br />Boss again stated that he would be willing to put in the driveway under a <br />license agreement with the City for use of the public right-of-way. He <br />would also maintain that driveway. <br />The City Administrator suggested that staff work with Mr. Boss to explore <br />the alternatives, i.e. narrower pavement width, assessing the railroad, etc. <br />A report will be brought back to the Council identifying the options. <br />ADMINIS- The City Administrative reviewed his report dated September 22, 2006 <br />TRATIVE relative to the potential of adopting an administrative fines ordinance <br />TINES for certain traffic violations. He noted that some cities have done this, <br />ORDINANCE however, the Attorney General's office and the State Auditor's office have <br />raised concerns about the use of administrative citations, particularly as <br />they relate to traffic violations covered in State Statute.
