Special use permits are required for large - <br />scale fill projects. <br />The City of Little Canada's recent adoption of the UBC Building <br />Code now allows the City to require that application be sub- <br />mitted to the city engineer for all proposed fill projects. <br />Restrictions have also been placed upon the types of demolition <br />fill which may now be utilized. <br />A general discussion concerning the values of wetlands and the <br />need to maintain as many of these areas as possible, then ensued. <br />The basic conflict is, of course, one of economics versus the <br />beneficial aspects of maintaining wetlands to minimize runoff, <br />serve as ground water recharge areas, promote wildlife production <br />and provide other not -so- apparent advantages. <br />It was requested during the meeting that all municipalities <br />supply both the MPCA Solid Waste Division and Ramsey County <br />with copies of city ordinances applicable to solid waste concerns, <br />particularly in regards to permit procedures for demolition and <br />other fill projects, if possible. <br />Enclosed with this letter is a copy of MPCA Solid Waste Regula- <br />tion SW -12. This is the regulation which deals specifically <br />with the termination of solid waste disposal projects. <br />your attendance and cooperative attitude at this meeting were <br />appreciated.
