Schaber <br />Hai Norgaro <br />Dear Mr. Sprosty: <br />On May 30th, a site inspection was performed with Minnesota Pollution Control <br />Agency Staff of Lots 5,6,7 and 8 along Keller Parkway, which you intend to fill <br />up to the elevation of Keller Parkway of 864.0. This information follows from <br />your letter of May 21, 1979, which included a map of the intended actions. <br />While the intended filling of soils, blocks (concrete ?) and sand bricks appear <br />to meet the requirements of clean fill material, there are several concerns <br />which the County wishes to call to your attention: <br />1. Gervais Creek is a County maintained ditch; any erosion or debris finding <br />its way into the ditch, that would have to be cleaned by the County, will <br />be assessed against the property owner. Therefore, it is suggested that <br />sloping recommendations be followed (1:3 slope recommended, i.e., one foot <br />rise for three feet horizontal distance), and that the erosion be further <br />reduced by the establishment of vegetation on the ditch skirt or slope, <br />2. It would appear that if you were to fill the Lots 5,6,7 and 8 to a uniform <br />elevation. (864.0) no adequate surface drainage will be provided; thus, <br />run -off will be aided by some sloping either towards the ditch or the <br />3. T The waterway along <br />ndofcleanfill deposited din those lots will affect future vegetation <br />anticipated to be established on those sites, particularly if concrete <br />blocks and sand bricks are a major component of the fill. You should be <br />aware that asphalt, other tar materials, sheet rock or plaster board, and <br />wooden materials are not permitted to be used for fill. You should further <br />be aware that the demolition material should be covered with two (2) feet <br />of soil as final cover; while the final cover is not yet in place the fill <br />may attract illegal depositions of metal scrap, tires and garbage.
