MINNESOTA 55106 <br />PsiON¢ 714 -0731 <br />June 14, 1979 <br />RE: After -Hours Disturbances <br />The City has received numerous complaints from residents in <br />the neighboring trailer park because of noisy and rowdy behavior in <br />your parking lot late at night. The complaints are not limited to <br />noise which keeps the neighbors awake long after the 1 :00 a.m. closing <br />time but include many acts of vandalism. Beer bottles have been <br />thrown thru windows of homes and the yards littered with bottles and <br />trash. Squealing tires from revved up cars and other disturbances <br />have made an unbearable situation. <br />Attached to this letter is a new Amended Ordinance just <br />approved by the City Council. Please notice that the Ordinance orders <br />owners of liquor establishments to keep order on their premises after <br />hours as well as during business hours and outside as well as inside <br />the building. This includes parking lots. <br />We realize that the troublesome people who are using your <br />parking lot for their late night parties are not invited by you but <br />we must insist that you take the responsibility for keeping them <br />off your premises. If it takes a fence or a full time security guard <br />to accomplish this then we will expect you to erect a fence or hire <br />a watchman. It is up to you to find a solution. We only ask that you <br />solve the problem. Failure to do so will result in strong action by <br />the City. A continuation of these disturbances cannot and will not <br />be tolerated. We hope for your full cooperation. <br />In order to advise the City Council of the action you are taking <br />to alleviate this problem you are hereby requested to attend the <br />City Council meeting of June 27, 1979, at 7:30 p.m. to speak to the <br />Council.
