Little Canada Road <br />Little Canada, Minnesota 55117 <br />Dear Mr. Chlebek: <br />The Proposed Budget for 1980 is enclosed for your review and <br />comments. <br />Public Hearings will be held at 3:00 p.m. on July 10, August <br />14, and September 11. We would welcome your participation, <br />and comments. <br />The Proposed Budget represents a concerned efforf to contain <br />rising costs. This is reflected, as you will note, in a 3.5% <br />increase over the 1979 budget. This we hope to achieve despite <br />placing our new Empire Plant into full operation in 1980, new <br />facilities at the Metro Plant, improved facilities and services <br />throughout the system and perhaps most significant, meeting more <br />stringent effluent standards. <br />We take this opportunity to also remind you that EPA Regulations <br />(35- 929.2) require you to forward your User Charge System bi- <br />annually to our office for review /revision. Please establish a <br />procedure to comply with this regulation if you have not done so. <br />If you have any questions relating to the Proposed 1980 Budget, or <br />the EPA Regulations relating to User Charge Systems, please write <br />or call our Comptroller, Richard L.
