With the summer nearing an <br />end, hopefully we can again get underway with the work yet to be completed. In this <br />regard, we believe it critical to move forward as soon as possible. The rationale for this <br />position is the nearing of the deadline for submission of materials to the Metropolitan <br />Council for their formal review. More critically from a local perspective is the near term <br />completion of the water tower and the termination of the current zoning moritorium. <br />In order to reaquaint you with the status of our work we have summarized accomplishments <br />and work yet to be completed in outlines on a task by task basis below. <br />1. Comprehensive Plan -- Policy Plan/Development Framework: The document <br />has been adopted on an interim basis by the City. The plan as required <br />by law has been referred to adjoining local units of government which have <br />yet approximately two to three months to respond and comment. <br />2. Subdivision Ordinance: This ordinance has been reviewed by the City <br />and we have prepared modifications as directed. The ordinance is therefore <br />ready for a final review and adoption at your convenience. We would hope <br />this could be accomplished in the near term future. <br />3. Zoning Ordinance. A draft ordinance was prepared some months ago and was <br />distributed for your initial review. We are prepared to meet with you to <br />discuss the ordinance at your earliest opportunity. We believe finalization <br />of the ordinance is critical in view of the pending lapse of the zoning <br />moritorium. <br />4. Housing Plan: This is a required element of the Planning Program for which <br />we are under contract and are prepared to submit to you for your review and <br />approval when you consider the time appropriate. <br />5. Capital Improvements Program: This is another item which our current contract <br />holds us responsible for drafting and must be completed as part of the overall <br />Comprehensive Plan. This is not a document which we would anticipate <br />preparing until completion of the housing and other detailed facility plans <br />which are required. <br />22 <br />
