A severe <br />drainage problem exists due to a lack of plP,,ring on the part of the ,-_:.!cipalities <br />on their adjoining bounderies. There appears to be a breakdown in communications <br />between the various agencies involved. <br />Run -off from the High Crest Apartment complex at 1061 East County Road D, which was <br />built by Sky Line Builders, is an example of the problem at hand. This situation has <br />been caused by malpractice on the part of the engineers and planners who approved the <br />plans and specifications for the High Crest Apartment complex. <br />This drainage problem causes the erosion of the south edge of County Road D and <br />the flooding of portions of my property to the extent that it is unusable. These <br />facts can be verified visually or by contacting the Ramsey County Highway Maintenance, <br />who have continually built up the shoulder of County Road D at this point to preclude <br />the roadway from being washed out. <br />At this time I would also call your attention to the fact that this very same <br />builder has plans before the Vadnais Heights City Council for an apartment /condominium <br />complex on property adjoining the existing complex. These plans call for additional <br />drainage onto County Road D, this will further aggravate the present situation. <br />I would request that no.action be taken, by any agency, to approve the plans now <br />before the Vadnais Heights until such time as the existing drainage problems are <br />coixzcted.
