Little Canada Planning Commission, <br />Mayor and City Council <br />Page Two <br />For the most part, our recommendation regarding parking has been made <br />several times in other staff reports and k contained in the draft zoning <br />ordinance revision now before the City. For retail commercial use, a require- <br />ment of one space per 200 square feet of floor area has been recommended. <br />As such, the Phase II building would require 69.6 or 70 parking spaces. <br />From this perspective, the applicant has allowed ample parking. <br />The zoning ordinance also requires that the site plan indicate waste disposal, <br />water supply, drainage, ingress and egress, landscaping and screening. <br />a. Waste Disposal. The City Engineer should comment as to any problems <br />regarding the provision of sewer service to the site. While it is assumed <br />that trash stprage areas will be located in the rear of the building, <br />nothing has been shown on the site plan. The City may wish to have the <br />applicant address this issue further. <br />b. Water Supply. This should be subject to review and comment by the City <br />Engineer. <br />c. Drainage. Same as above. <br />d. Ingress ss and Egress. The applicant has provided one driveway into the site. <br />While the app 'cant is concerned with the proximity of the driveway to <br />the intersection of Little Canada Road and the railroad tracks, it is felt <br />that more attention should be given to the site's circulation pattern. <br />In discussing the proposed site plan with Wayne Leonard, Ramsey County <br />(1)Highway Engineer, he indicated that the County's main concerns were: <br />driveway width; (2) spacing of curb cuts - no less than 50 feet apart; <br />and (3) nothing to block visibility within the County Road right -of -way. <br />When asked about visibility at the railroad intersection, he indicated <br />that they were mainly concerned with the visibility to the control divice <br />at the intersection. <br />While an additional driveway appears to be available on the site to the <br />west ( Phase I), there is no guarantee that the circulation between the two <br />sites will always be maintained. In this regard, it is recommended that the <br />Phase II site have two of its own accesses to improve circulation. The <br />second access drive could be located near the eastern edge of the site and <br />is viewed as promoting better circulation. <br />
