PAUL, MINN. 55102 <br />February 26, 1979 <br />Ref: Surveillance at Saad's Bar and Hoggsbreath Bar. <br />Dear Mr. Claybeck; <br />This is a summary of the surveillance conducted by the Ramsey County <br />Sheriff's Office and the St. Paul Police Narcotics Division of Saad's <br />Bar and the Hoggsbreath Bar. <br />Surveillance began on February 4th, 1979 by two Ramsey County Sheriff's <br />Deputies. They were joined by Two St. Paul Police Narcotic Division <br />Sergeants. <br />The officers observed customers under the influence of drugs in the bar <br />and also witnessed what appeared to be the exchange of suspected drugs <br />between the management and the customers. <br />Two buys of drugs were made by the officers during the surveillance, <br />a "bag" of marijuana from a customer on February 9th and also cocaine <br />on February 17th from Joe Saad Jr. who was bartending at the time. <br />This surveillance was conducted from Feb. 9th through Feb. 21st. <br />On the 21st a search <br />Saad Jr. and Micheal <br />Similar surveillance <br />it was observed that <br />did not appear to be <br />Sincerely <br />Charles L.
