I was present at
the hearing and stated my thoughts, but I don't feel they
were adaquately taken into account.
I am not against the said improvement but I am against
the method of assessment. In the Notice Of Hearing it was
stated that all lots and tracts of land abutting said streets
to be improved would be assessed. At the hearing this was
ammended to include all but the 2 corner lots on Lake and
Stark. This effectively raised the assessments to everyone
else along the proposed improvement. This change made the
Notice Of Hearing incorrect; and I feel another hearing is
warranted to make all property owners on the improvement
aware of this change. The change itself, I feel, can not be
justified. It is well known that corner lots are more valuable
than regular lots; they should, therefore, be assessed for
the improvement to their property.
To be quite frank I think it is quite unwise to put
Lake Street in for what amounts to only 270 feet. It would
really only benefit the opening up of 2 additional buildable
homesites in the middle of the block. I think the only
economically sound plan for the area would be to run Huth
through to Demont in the future. For now it would seem wise
to bring Ruth down to Lake and construct a temporary cul -de -sac.
This solution would surely bring the cost of the improvement
and the assessment down to a much more realistic figure.
Sincerely,
John E. Howard, P.E.
