April 3, 1980
Mr. Joesph
City Clerk
515 Little
St. Paul,
G. Chlebeck
Canada Road
MN 55117
RE: Infiltration /Inflow (I /I) Analysis Program
Dear Mr. Chlebeck:
Enclosed is a copy of a proposed agreement to be entered into
between your community and the Metropolitan Waste Control
Commission for the pass - through of Federal and State grant
funds for your community's I/I analysis work.
If your community wishes to participate in the I/I program,
please sign the agreement and return it to us with a copy of
your City Council's resolution stating your community will
provide its 10% local share of the cost of the project and
that your community has legal authority for entering into such
an agreement.
Upon receipt of the signed agreement and your City Council's
resolution, the Commission will execute the agreement utilizing
the procedures authorized by the Commission Board at it's
April 15, 1980 meeting. Once the pass- through agreement is
executed we will send you three (3) copies for your records.
The Commission will then await the Minnesota Pollution Control
Agency's (MPCA) authorization to allow your communtiy to start
its I/I analysis. This authorization will be based on MPCA's
review and approval of the procedures used in evaluating and
selecting a consultant, a negotiated contract between your
community and your consultant, and a scope of work for your
community's I/I analysis program. If you have any questions on
procedures in developing any of the above materials, contact
Fred Jenness at MPCA.
35OIIIETRO /OURRE BLDG.
