conduct the analysis ;f the sewer system within its boundaries, according to <br />federal guidelines an; the conditions of this Agreement. <br />1.06. The Commissior; has submitted a grant application for the conduct of <br />further I/I analysis to the U.S. EPA and MPCA. The grant amount requested <br />reflects the current fiscal budgeting in the State's grant funding allocation <br />schedule. The application was prepared on behalf of an areawide program <br />without specific set - asides for a particular municipality. The determination <br />of the actual level of funding of the I/I program during the current or future <br />fiscal funding years will be made by the MPCA. To the extent that federal and <br />state grants are provided, the Commission will administer the distribution of <br />the grant amounts to participating municipalities in accordance with the <br />provisions of the grant offer. <br />SECTION 2 - INFILTRATION /INFLOW ANALYSIS <br />demonstrate the nonexistence or possible <br />system. The analysis should identify <br />conditions which exist in the sewer <br />2.01. General. The I/I analysis shall <br />existence of excessive I/I in the sewer <br />the presence, flow rate and type of I/I <br />system. <br />For determination of possible existence of excessive I /I, the analysis shall <br />include an estimate of the cost of eliminating the I/I conditions. These <br />costs shall be compared with estimated total costs for transportation and <br />treatment of the I /I. Cost - effectiveness analysis guidelines (Appendix A, <br />40 CFR 35) should be consulted with respect to this determination. <br />If the I/I analysis demonstrates the existence or possible existence of <br />excessive I /I, a detailed plan for a sewer system evaluation survey shall be <br />included in the analysis. The plan shall outline the tasks to be performed <br />in the survey and their estimated costs. <br />2.02. City Participation in General. The City shall be responsible for <br />completion of the I/I analvsis and may retain a consulting engineering firm, <br />in accordance with 40 CFR 35, to assist in carrying out the analysis. <br />The City shall submit engineering reports detailing the findings of the study <br />to the MPCA for their review and approval. <br />2.03. Commission Participation in General. The Commission h stem hflsheds or <br />oublic notice in accordance with 40 CFR 35.927 inviting <br />firms to submit statements of qualifications for engineering services relating <br />to the I/I analysis, directly to the qualifying communities. <br />To the extent that federal and state grants are provided, the Commission will <br />administer the distribution of the grant amounts to participating municipalities <br />in accordance with the provisions of the grant offer and any priority scheduling <br />established by MPCA. <br />V -2 <br />28 <br />
