HALKIRIC COMPANIES
March 28, 1980
Mr. Carlus Espejo
Health'lnspector
City Of Little Canada
2558 Stark Street
Little Canada, Minn. 55117
RE: Provinces Apartments
153 -155 E. However, I do not feel, from what you stated under
your problem section, that you fully realize or were properly in-
formed by your supposed resident about all the pertinent details.
Below is my response to your listed problems:
1. Yes, there was ice in the storm sewer on the Provinces
property, as well as a sewer back up from the Ramsey County
Watershed District in their sewer lines, which has now been
found to have a collapsed line.
2. Backed up water raised so quickly (and we got no assis-
tance from either the City of Little Canada or Ramsey County,
even though all agencies of both-were contacted), that we
were unable to keep with the problem and were not informed
by the residents timely so we could have our maintenace per-
sonnel install pumps and take care of the problem before it
got into the apartments,
3. Several of the carpets and padding in the lower level
walk -out apartments did get wet, which was caused by the
water seeping in under the doors.
4. Offensibi: odor was present due to normal moisture that
is caused by :my carpet that gets wet, and padding accordingly.
I an quite cctain that you are well aware that wet jute in
42
