NOR <br />t- WEST ASSOC6ATED CO SULTAN T S NC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 4 March 1980 <br />RE: P &R Investments - Landscape Plan <br />FILE NO: 758.09 - 80.01 <br />We have reviewed the landscape plan prepared by Margolis Bros. for the above named <br />project and found it to be a very acceptable, workable plan, both in terms of screening <br />and aesthetics. The choke of plant materials is good; with size, hardiness and quality <br />of plant materials all contributing to a good finished landscape job. <br />In discussing the landscape plan with Dan Obrien, the project architect, he indicated <br />that the work could be done for approximately $5,000. However, upon review of the <br />planting schedule, we estimated that the cost of installing the number and size of plant <br />materials indicated would greatly exceed $5,000. Mr. Obrien has since indicated that <br />the plan will require some modification. He proposed reducing the number of plants <br />located in the areas designated as Detail A, B and C (see attached plan). Since these <br />areas are considered to be provided more for aesthetics than screening, we feel that some <br />modification is acceptable and, in fact, preferable to reducing overall plant sizes or <br />reducing overall numbers of plantings, especially on the east side of the building where <br />the landscaping serves as a screen for residents to the east. <br />It is therefore recommended that the City require the applicant to submit a revised plan <br />indicating which plantings will be thinned out. Further, in compliance with the "soon <br />to be adopted" zoning ordinance revision, the City should require a performance bond <br />or similar security for $7,500 (1 1/2 times the estimated $5,000) for two growing seasons <br />subsequent to completion of the landscaping (see Section 903.020 G. 2 of -the new <br />Ordinance).
