MEMMER <br />I have examined the bid from Haines Tree Service regarding the Little <br />Canada tree contract. This was requested of me at the January Council Meeting. <br />There are two things which attracted my attention. First, there <br />seems to be no uniformity in the amount of increase from one tree size to <br />another until we get to item No. 13 (28 to 30 inch diameter trees). It <br />appears that the bidder arbitrarily gave us figures for the incremental <br />increases for trees up to 28 inches. Since most of the trees to be removed <br />are probably in the zero to 12 inch group, we may not have to concern ourselves <br />with this but if I were talking to the bidder, I would question his method. <br />Secondly, I wonder if $14.00 per yard of sod is too high. The cost of the <br />material (sod and dirt) probably is less than $1.00 to the bidder and the labor <br />is minimal to lay a yard of sod. I would recommend discussing this with the <br />bidder to see if this can be pared down to about $5.00 per yard, which <br />seems more realistic. <br />In looking over the Specifications and bid form, I am of the opinion <br />that they need improvement. There are someconfusing and ambiguous parts which <br />would be difficult to interpret if we ever ended up in litigation over a <br />contract. I refer particularly to Page C Paragraphs C, D and E of the bid <br />form and Page 15, Paragraph 41 of the Specifications. <br />CPJr:ph <br />Yours very truly, <br />.
