The approach and procedures which Midwest Planning would utilize in working with <br />the Planning Commission and assisting the City in completing its Mandatory Planning <br />requirements and addressing the major community concerns are outlined in the follow- <br />ing section of this proposal. <br />WORK PROGRAM <br />In undertaking comprehensive planning and ordinance revision assignments, Midwest <br />Planning follows a fundamental and proven approach. This process, which is depicted <br />graphically on the following page, is however, modified and tailored to fit the precise <br />needs of the community being served. The paragraphs below describe the work tasks <br />in this process and how they would apply to the City of Little Canada. <br />TASK 1 - PROGRAM SETUP <br />In establishing a comprehensive planning program for the City of Little Canada, attention <br />must first be directed to organizing the effort. Some elements of this task are currently <br />being pursued by the Planning Commission. This includes finalization of the City's <br />Metropolitan System Statement and selection of a planning firm to assist with the <br />work. A basic element which also needs to be completed in the near -term future is <br />application by the City for approximately $5,550 of planning funds allocated to Little <br />Canada by the Metropolitan Council. If selected, Midwest Planning would complete <br />assembly of the application for the City. <br />Another part of the program setup which Midwest Planning feels is unique to its approach <br />is what we term "planning tactics ". Too often, planning work is initiated without <br />detailed identification of what the local community wants to achieve in its planning <br />program. As a consequence both time and money are typically wasted and the final <br />product is not what is expected or wanted by a community. Midwest Planning attempts <br />to overcome this situation by undertaking a "tactics" study which is intended to achieve <br />two objectives. <br />The first is definition of local decision -maker objectives and concerns. This objective <br />would be achieved from individual interviews being conducted with each City Council <br />and Planning Commission member, designated staff, and other individuals or groups <br />the City may feel have valid contributions and inputs. When combined with Metro- <br />politan Council directives, this should serve to focus planning work more sharply. <br />The second objective and product of the tactical stage would be a structure and <br />organization for community and public official participation and information dissemi- <br />nation. If these elements are addressed at this beginning stage of the process, work <br />on the Comprehensive Plan can proceed in an organized and concentrated fashion <br />without later interruption or delay. <br />5.9 <br />
