SCHIEFFER As you know, the State Cable Board has approved a cable service territory which includes your city. This simply means that the State recognizes and approves the feasibility of one cable company and one cable system serving the entire ten city territory of' Arden Hills, Falcon Heights, Lauderdale, Little Canada, Mounds View, New Brighton, North Oaks, Roseville, St. Anthony, and Shoreview. Suburban experience has shown that if the decision is finally made at the local level to permit the entrance of cable television into a city, it is in the best interest of the city to work with other cities in a region to reduce duplication of effort, insure cost effi- ciency and savings, and to provide the best cable service to the citizens of each city. To this end and after consultation with many neighboring com- munities, the City of Roseville has taken it upon itself to set up through a Joint Powers Agreement, a Commission to study a regional approach to cable television. All major suburban cable television efforts in Minnesota have utilized the Joint Powers approach. For a
