Section 3. The initial members shall be those members who <br />become members on or before July 15, 1980. <br />Section 4. Municipalities desiring to become members after <br />July 15, 1980, may be admitted by an affirmative vote of two - thirds <br />(2/3) of the votes of the members of the Commission. The Commis- <br />sion may by resolution impose conditions upon the admission of <br />additional members. <br />VI. DIRECTORS; VOTING <br />Section 1. Each party shall be entitled to one (1) director to <br />represent it on the commission. Each director is entitled to one vote <br />for each 5,000 of population or fraction thereof of the municipality <br />represented by the director; provided, however, that each director <br />shall have at least one vote and no director shall have more than 10 <br />votes. For purposes of this section, population of a governmental <br />unit shall be that population determined pursuant to the provisions of <br />Minnesota Statutes Section 275.53. Prior to December 31 of each <br />year, the Secretary- Treasurer of the Commission shall determine the <br />population of each member in accordance with this section and certify <br />the results to the chairman. <br />Section 2. A director shall be appointed by resolution of the <br />Council of each member. A director shall serve until a successor is <br />appointed and qualifies. Directors shall serve without compensation <br />from the Commission, but nothing in this section shall be construed to <br />prevent a municipality from compensating its director for service on <br />the Commission if such compensation is otherwise authorized by law. <br />3 <br />10 <br />
