DUMPS AND DUMPING Chapter Page g 1501. Land Filling Operations 147 1501. LAND FILLING OPERATIONS 1501.010. APPLICATION. Whenever any person proposes to fill in any low land lying within the Village he shall apply for an order of the Village Council authorizing such land fill operation. 1501.020. INFORMATION AND PEE. Applicatinn as provided in the foregoing section shall be made to the Clerk of the Village upon such form as theClerk shall provide. The application shall set forth the name and address of the applicant, the legal description of the land to be filled, the name and address of the owner of the land, a description of the type of fill material to be placed upon the premises, an estimate of the time required to complete the land fill, a statement that the applicant will comply with all conditions prescribed by the Village or its officers or agents. The fee for such application shall be $50.00 to be paid to the Village at the time the application is made. 1501.030. TECHNICAL REPORTS. The Clerk shall, immediately upon receipt of such application forward a copy thereof to the Village Engineer and the Village Attorney. These technical advisors shall be instructed by the Clerk to prepare reports for the Council and the Clerk shall state when such reports shall be in his hands for Council consideration. 1501.040. ISSUANCE OF PERMIT. Upon receiving information and reports from the Clerk, the Attorney and the Engineer, the Council shall make its determination as to whether, and when, and under what conditions such permit for land fill is to be issued to the applicant by the Clerk. 1501.050. RECORDED NOTICE. If such land fill is authorized and undertaken, the Attorney shall prepare a legal notice setting forth the description of the property end the kind of fill material being deposited upon the land; and shall file slid notice of record in the office of the Register of Deeds or Registrar of Titles of Ramsey County so as to notify all persons who may thereafter examine the title to such property. 1501.060. CONDITIONS OF OPERATION. Under no circumstances shall any such land fill operation be conducted or permitted if the contents of the land fill on any part thereof shall consist of garbage, animal or vegetable refuse; poisons, contaminants, chemicals, decayed material, filth, sewage, or similar septic or biologically dangerous material. 1501.070.
