V. Landowners must pay their pro rata share of the cost and <br />asesoment levied by the Association that can become a Lien <br />on the property. <br />VI. The Association must be able to adjust the assessment to <br />meet changed needs. <br />VII. The Association shall be liable for all public improvement <br />assessments. <br />2. Landscaping, as per plane approved by the City, shall be completely installed <br />around each principal building following its completion. <br />The entire area around each principal binding ahall be completely landscaped <br />within 270 days following the completion and occupancy of that building. <br />3. Landscaping shall be properly maintained and replaced if damaged or lost by <br />winterkill, drought, or other causes. The Applicant will poet sufficient <br />maintenance bonds or other security acceptable to the City to guarantee <br />performance. <br />4. Easements for utilities or other purposes shall be provided as requested by the <br />City. <br />5. Provisions for construction and financing of sanitary sewer, public water, <br />surface water drainage, and other utilities shall be made as required by the <br />City. <br />F. Construction Order Component <br />Description: The Construction Order Component attached hereto as Exhibit "I" is <br />hereby approved. <br />REEQJIREMENTS <br />1. All development shall proceed in accordance with an approved development program <br />and no building or other construction permits shall be issued except in <br />accordance with the program. <br />2. Detailed plane for each construction year shall be presented several months in <br />advance to allow time for proper review prior to the need for building and other <br />required permits. <br />3. When appropriate, longer range stage development plane shall be coordinated with <br />and related to the City's long -range capital improvement program and budget. <br />4. All public and private development shall be coordinated and supervised by such <br />person or persona and in a manner as may be prescribed by the City Council. <br />G. Additional Components <br />1. No identification, rental, advertising, directional or other signs shall be <br />permitted except those specifically authorized and approved by the City. <br />2. Bonding to Assure Conformance to General Plan of Development Agreements. To <br />assure that any improvements specified as part of the General Plan of <br />Development (or necessary as a prerequisite to a utility release) are completed ' <br />under the terms of said plan or each phase as outlined in the Plan or in any <br />agreements executed with the City Council according to the provisions of this <br />permit, the Applicant shall poet a corporate surety bond or cash bond <br />guaranteeing the faithful performance of the work or agreements and the payment <br />of any costa to the City in a sum equal to the total as approved by the City <br />Council. Furthermore, prior to certification of the Site Plane required by this <br />Permit, the City shall also determine the amount of corporate surety bond or <br />cash bond as required by this Permit: Said corporate surety bond or cash bond <br />6 <br />
