Chlebeck, Clerk <br />City of Little Canada <br />515 East Little Canada Road <br />Little Canada, Minnesota 55117 <br />Variance Request, 811 Carla Lane <br />Divisions of: <br />Engineering <br />Maintenance <br />Mobile Equipment <br />Environmental Services <br />We have received notification that a 14 -foot setback variance has been re- <br />quested by Dennis Ryan, 811 Carla Lane, in order to construct a garage. This <br />property is adjacent to Keller Parkway, a county state aid highway. <br />The Public Works Department has the following concerns about the requested <br />variance: <br />Expansion of Keller Parkway or construction of bicycle or pedestrian <br />facilities at some future date is more likely to be objectionable <br />to property owners whose residences are close to the road. Keller <br />Parkway is proposed for a bicycle lane in Ramsey County's Comprehen- <br />sive Plan. <br />Ramsey County must comply with state and federal environmental stand- <br />ards. The distance of a residence from a roadway determines the <br />impact of vehicle noise and emissions on that residence. A setback <br />requirement allows for sufficient distance, in most instances, to <br />alleviate violation of air and noise standards. <br />Adequate sight distances, necessary for safety, are more easily ob- <br />tained if setback requirements are maintained. <br />Thank you for allowing Ramsey County the opportunity to comment on the request <br />for variance. <br />4,7 L,/ <br />Piaul Kirkwold, P.E. <br />Traffic & Planning Engineer <br />KD /ldt <br />C O <br />
