MINUTES
CITY C®UNCIL
DECEMBER 4, 2006
The Administrator also commenced on the MinnesoCa Miracle and pointed
out that the State figured out in the late 1980's that if cities spent more,
they received more in state aids. The Administrator noted that as part of
the State's budget crisis, Che State took approximately $100,000 in limited
market value dollars from Little Canada taxpayers to help balance their
budget. Little Canada would like those funds restored as well as
additional State aid dollars in light of the projected budget surplus. The
Administrator agreed that the Little Canada City Council has done its best
in controlling spending. He also noted that Little Canada has experienced
some real inequities in the area of state aids.
Keis indicated that Ramsey County cities are aware that they must band
together. He felt cities should be allowed to control their own spending
and that the State should not balance its budget on the backs of cities.
Keis fe1C Chat cities and property owners needed to Calk Co their legislators.
Blesener agreed that if the State does not handle its projected budget
surplus properly, there will be resulting problems. The CiCy Administrator
noted that this is a very complicated issue and pointed out Che competing
interests of cities. The Administrator agreed that all governmental
agencies need to control expenses, noting that the average city levy
increase projected for 2007 is 9%, while Little Canada is proposing a
2.89% increase.
There being no further business, the special meeting was adjourned at 8:20
p.m.
William B g.der, Mayor
AtCest: ~-__ ~_~
Joel anson, City Administrator
7
