NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, Mayor <br />and City Council <br />FROM: Brad Nielsen <br />DATE: August 4, 1980 <br />RE: Anderson, Seon - C.U.P., Two - Family Dwelling <br />FILE NO.: 758.09 (80.15) <br />BACKGROUND <br />Seon Anderson has submitted an application for a Conditional Use Permit to <br />build a two - family dwelling on Lot 4, Block 1, Steven's Addition (see Exhibits <br />A and B attached). <br />The property in question is currently vacant and zoned R -1. Surrounding land <br />use is primarily single - family residential and zoned R -1. A narrow strip of <br />land to the west of the site on the east side of Jackson Street was zoned for <br />two - family dwellings under the previous Zoning Ordinance and two two - family <br />dwellings have been constructed in that area to date (see Exhibit 8). <br />ISSUES AND ANALYSIS <br />1. Zoning. Two - family dwellings are considered an allowable conditional <br />use in an R -1 District. In reviewing the request, it appears that the <br />provisions of Section 905.040 A., have been complied with. The property <br />in question also conforms with the size requirements of Section 905.050. <br />2. Proposed Site Plan. Exhibit C is a copy of the site plan submitted by <br />Mr. Anderson. In discussing the plan with him, he indicated that the <br />building plans will include a three -foot extension on each side of the <br />building (six feet total). The building will be centered on the site <br />with 12 foot setbacks on each side. <br />3. Parking. While the Zoning Ordinance does not require garages, it does <br />require that space on the site be maintained for garages to be built <br />within the Ordinance standards.
