<br />RE: 2013 Street & Utility Improvements Project
<br />Bid Summary & Call for Spruce Street Assessment Hearing
<br />Bids were opened for the above referenced project at 10:00 a.m. on Wednesday, April
<br />24, 2013 in accordance with the Advertisement for Bids. The project consists of the
<br />reconstruction of Spruce Street and the construction of the Pinetree Ponds
<br />Development. An alternate was bid for the realignment of Spruce Street at the
<br />intersection with Country Drive.
<br />Seven (7) bids were received from the following companies listed below from lowest to
<br />highest total bid:

<br />The engineer's estimate completed at the end of plan and specification preparation
<br />estimated the construction cost at $1,060,000.00. Based on the bids received,
<br />Frattalone Companies, Inc. is the low bidder. The low bid received, based on the
<br />engineer's estimate, appears to be competitive and the bids have been reviewed for
<br />errors and /or omissions. Frattalone Companies, Inc. has completed several projects for
<br />the City over the years and past experience with them reflects that they are a responsive
<br />and responsible bidder.
<br />At the Public Hearing, the business owners on Spruce Street had requested an
<br />opportunity to be presented the final assessment amounts prior to the City Council
<br />taking action on the project. The recommendation of City Staff and consensus of the
<br />City Council was to move the project forward and hold the assessment hearing for
<br />Spruce Street prior to award of the project. Based on the consensus at the public
<br />hearing we would recommend the City Council table action on the bids and call for the
<br />assessment hearing for Spruce Street. Once the assessment hearing has been
<br />completed we would have a recommendation for the City Council on the award.
