515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 1, 2013
RE: Joint Powers Agreement with BCA on eCharging
MAYOR
13i11 Blesener
COUNCIL
Rick Montour
John Keis
Michael McGraw
Shelly Boss
ADMINISTRATOR
Joel R. Hanson
The City Attorney's office is requesting that Little Canada enter into a Joint Powers Agreement
with the BCA on eCharging. eCharging is a new streamlined way of preparing complaints
through a secure BCA website. The prosecutor signs onto the BCA website and prepares a
complaint. The complaint is transmitted electronically to the police, who review and sign it and
then transmit it electronically to the Ramsey County Court where ajudge reviews and signs it.
One of the benefits to the BCA is that it is synched up with all criminal charges filed in the court
system. This system will also give the City Attorney's office access to the full I3CA database.
The associated costs are minimal. There is a $100 start -up cost as well as a $15 monthly fee.
The City Attorney's office would apportion the cost between all the, municipalities that it serves.
Therefore, the cost to Little Canada will be approximately $40 per year.
Staff recommends approval of the eCharging Joint Powers Agreement with the BCA as
requested by the City Attorney.
1
