Hanson <br />MEMORANDUM <br />TO: Mayor Blesener & Members of City Council <br />FROM: Bill Dircks, Public Works Superintendent <br />DATE: May 2, 2013 <br />RE: Water Meter System Report <br />The new fixed - network water meter system has been installed in the City for 16 months. Nearly <br />all of the properties in the City have been upgraded to the new meters and five billing cycles <br />have been completed using the new Read Center software. Staff thought this would be a good <br />time to take a look at the new system and update the City Council on how it is working along <br />with some other utility billing issues. The memo will cover the water meters, remaining <br />installations, customer service, meter accuracy, 50,000+ gallon discrepancy meters, and new <br />billing procedures for the sewer rate as it relates to first quarter water consumption. Please note: <br />the final two items require council action. <br />Water Meter Upgrade Project <br />There are 25 meters remaining in the City that have not been upgraded — 22 residential and three <br />commercial. Of these, thirteen are vacant, including all three commercial, and 12 have not <br />responded to our numerous attempts to schedule appointments. Staff is waiting for the vacant <br />properties to change ownership and will upgrade the meters at that tinge. The plan for the non- <br />responsive properties is to send one final letter and obtain administrative warrants to enter the <br />properties that do not respond to the final letter. <br />Most of the kinks in the system have been worked out. There are a couple of commercial <br />properties where the radios are buried deep in parking garages or utility rooms and we do not <br />receive consistent readings. We are working with those properties to relocate the radios to a <br />better spot for transmitting signals to the water tower. <br />The data collector on the water tower went down last May and had to be replaced. It was down <br />for nearly four weeks as we had to wait for a new one to be manufactured, programmed and <br />shipped from Wisconsin.
