MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 7, 2006 <br />Pursuant to due call and notice thereof a special meeting of Che City <br />Council of Little Canada, Minnesota was convened on the 7°i day of <br />December, 2006 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bil] Blesener called Che meeting to order at 5:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Mr. John Keis <br />Mr. Rick Montour <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />City Administrator <br />City Clerk <br />Ms. Barb Allan <br />Mr. Joel R. Hanson <br />Ms. Kathy Glanzer <br />VIKING The City Administrator reported that as part of the proposed re-alignment <br />DRIVE of Viking Drive, the City Engineer is proposing curve design that would <br />RE-ALIGNMENT meet a design speed of 25 miles per hour. Given that this is a Municipal <br />State Aid road and this design speed does not meet minimum State Aid <br />standards, a variance is required from the State's geometric design <br />standards. The City Administrator noted that if the State's standards were <br />met, a full taking of the property at 85 Viking Drive and a partial taking of <br />78 Minnesota Avenue would be required creating a hardship for adjacent <br />property owners. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2006-I2-287 - REQUESTING A VARIANCE FOR <br />VIKING DRIVE FROM MINNESOTA RULES 8820.9936 <br />GEOMETRIC DESIGN STANDARDS, URBAN; NEW OR <br />RECONSTRUCTION PROJECTS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />
